STORYLINE:
Within hours of taking office on January 20, US President Donald Trump ordered a sweeping 90-day freeze on most U.S. foreign aid distributed through the State Department.
The decision immediately halted thousands of U.S.-funded humanitarian, development, and security programs worldwide.
In an exclusive interview with the Associated Press on Saturday, Ukrainian President Volodymyr Zelenskyy said military aid has not been frozen, but that Ukraine had received only 42 percent, or $76 billion, of the money approved by Congress for military support to Ukraine - a figure Zelenskyy said was $177 billion.
He added that most of the aid came in the form of weapons.
"We received something like $70 billion in weapons. There is also education, training, there is additional transport, there are also humanitarian programs," he told The Associated Press.
He said his government had received $300-400 million in aid, used in the energy sector predominately, as well as a for a medical program and to install modern equipment for border crossings.
"So, these $300 to $400 million is what the state has received for these programs. I understand it, and we will compensate for it. I will compensate it with the Europeans or with the internal resource. For me, this is important," he said.
Zelenskyy said US aid was also given directly to Ukrainian organizations to support a plethora of programs, including veteran support, which did not go through the state budget.
Zelenskyy was speaking as the nearly three-year war in Ukraine is at a crossroads.
President Trump promised to end the fighting within six months of taking office, but the two sides are far apart, and it is unclear how a ceasefire deal would take shape.
Meanwhile, Russia continues to make slow but steady gains along the front, and Ukrainian forces are enduring severe manpower shortages.
