Yes, Perst-4M may hit the front sight in this position. Better place it on side or on the bottom. Perst-4 won’t hit the front sight on B-19N, the design is made according to that. Perst-4M design is different.

How to remove the cover of gas tube in Saiga?

Take off the gas tube. Hold it with pliers. Twist the cover. The most important part is to fix the gas tube somehow. May use vice as well. May put on a glove to make twisting easier.
