Sometimes they post the spotlight 2 weeks before the champion release date, sometimes they post it 2 days before launch, sometimes they post it exactly when the champion comes out and sometimes they completely forget that they have a spotlight trailer for a champion they released 2 weeks ago.

maybe they're not forget, maybe because riot has many projects currently (riot's mmo, arcane season 2, lol fighting game, lol rpg game, etc) and i think its not easy to make this spotlight. if its easy then they must already had all the champion spotlight, but the fact is.. not all of em

For now, depends on how local tournaments will reignite the competitive scene. But I highly doubt it will do something anytime soon. Riot is just too late in the mobile scene as the competition is just years ahead of them. They should just focus on balancing the PC version instead of worrying about it.
