Shikamaru is the only one who knows the purpose of this tournament : You dont need to win to be a chunin. You only have to prove that youre capable to be promoted with your performance in these fights.

Just a reminder, to become a Chunin, a person has to display leadership and strategic skills, not power (like Naruto did with Neji), so even if a person does beat an opponent, but did not display any strategic skills, that person is not qualified to be a Chunin.

Cinema Paradise actually bro, it’s both power and a clever trick that defeated Neji (Naruto used the power of the nine tailed fox and rushed Neji and Neji rotated and the collision cost Neji to be badly hurt and then Naruto surprised Neji with an underground hook); even though Naruto won and used a clever trick, he was nowhere near close to the level of the strategy that Shikamaru demonstrated, that was what the judges and the leaders of different nations were looking for, not just a clever trick bro.
