You have to complete the daily bonus to earn learning points a day. With premium you get 20 a day whether you play or not. The most effective way to use your learning points is to use them in what ever your gathering specialty is. That way you can level that up quicker and earn more money. Although I don’t gather or craft so I just spend them on my combat specs
