Its called an aperature. Basic design on a m16 carry handle. Theres normally two positions. One with a bigger hole and a smaller hole for precision at longer ranges. Red dots really only came around for broad use during the gwot. Before that, this is the best they had. Its a relic but thats why

Worth noting that shooting through aperture sights IRL is not the same as in a video game, as you would usually do so with both eyes open and be able to see everything no problem.
