they do say that as it's the title of the song and IT IS on the lyrics (reference to the "main character" sort of), but they change the words on porpouse, so in the original song they are actually saying "Zetsubou ba la lily" This is to change or "enmascarate" the "name/state" with a situación. To make this clearer, depending on how you arrange the words in japanese you get this "Zetsubou" = Deception, "Zetsubou Billy" = Desperation (Billy is desperate) , "Zetsubouba" = A desperate situation , Zetsubou ba la lily = A place of desperation. what you get from the song is the meaning that the world is a place of desperation , billy is desparate as the law is doing nothing (deception) billy is kira, we are all kira (Billy is not a person its a mass and that's why you see different ppl "singing" in the video). This is all in the lirics of the song (in some form) now if you read the lirycs of the song they should say ZETSUBOU BILLY iza rinri (iza rinri means ETICS) and the next line is Tomerarenai ERASER RAIN! (Tomerarenai = cant stop this) The lirics on this song are actually quite good
