His claim that you can reach HSK4 only applies to native Japanese language students. For the Japanese Chinese language is only a category II. For English speakers it’s a Category V. Please understand that for Japanese people learning Chinese is akin to English speakers learning German.
I don’t think western students can get to HSK4 in 3 months because all those Hanzi is tough. Only Japanese students stand a chance moving at that speed.

In fact there are two types of tests the paper test and the computer test. I think Japanese students should be required to take the paper test as opposed to other non Chinese foreigners because they have a significant advantage over other foreigners in knowing kanji that can’t be ignored. Chinese people are well aware of this fact and should take this into consideration when creating examinations.

No, the test should be the same for everyone. And the kanji are not exactly the same, there are many Chinese characters that Japanese people do not know.
