No, because they would have been independent a long time ago! Do you know who allowed outer Mongolia to become independent?

Mongolia declared independence in 1911 after Qing dynasty was overthrown. That had not much legal support until Oct. 20th, 1946 when under the Soviet pressure Chiang Kai-sheik in Yalta conference conceded to outer Mongolia's independence, a fact Chiang later denied in Taiwan. China, if it becomes a super power in the future, has a slight chance to claim it back if Russia backs up such claim. Then again, it is a very poor place relying on some mining businesses. FYI, China recently loaned 2 billions to help them get by.
