Here's a DETAILED, quick tutorial on how to make a FLUFFY tutu (:
Things you will need:
1. Tulle Roll amzn.to/2veOI3X (I used 75 yards out of 100 yards tulle roll)
2. Elastic Waistband amzn.to/3g87bCr
3. piece of cardboard
4. scissors amzn.to/3aaIi6e
5. ruler OR measuring tape amzn.to/2QY69yD

6. pen/marker
to get the correct & exact measurement you want for your tutu
1. measure the size of the waist
2. measure the length you want your tutu to be
(****if you don't have measuring tape and want to measure your waist, get a piece of string/yarn/shoe lace/ribbon - place it around your waist, and than measure the string with a ruler)
