They’re not. The original dancers who performed in Olympics were all DEAF. No one was BLIND. However this video is another group of dancers reproducing the same dance. They’re all normal people.

But for this piece, all the performers are deaf That's why there's is that small square in the bottom right. That is their "conductor" as in the the guide to signal the tempo of the performance.
