It varies from state to state. It's illegal in most but in some places you can get a permit for one.

What brand of wheel is that? Do you recommend it based on your experience?

I believe it is a "fast cat" wheel. It is a very good wheel well made and easy to clean and that is the key. Possum's eliminate when they run on their wheel so it's good to have something made of plastic and rubber so it doesn't soak in, unlike all those wooden ones that have cloth on them.
