It's when you purposely try to end rounds quicker by popping the bloons faster. I think people usually anti-stall on round 1 when they're going eco strategies so that they can get to round 2 faster to start sending bloons.

If you are playing a lategame strategy you want to pop the balloons later so you have more money lategame. If youre playing an early game strategy such as cobra you want to anti-stall (pop The balloons as fast as possible) so your opponent wont have enough money to defend your rushes in the later rounds popping Popping balloons faster ends the rounds earlier
