Well the peacocks in this song symbolises the passion between ram and Leela. The line that goes like ' moro ki h mistake ram Leela badnam' according to me it says' as the peacock cries to attract female in the mating season, both the characters are also longing for each other and the word 'Badnaam' means infamous. So the whole line means "the world is against ram and Leela love therefore the love between them made them infamous but it's just the peacock in the balcony that provoked them to do it.

While watching movie you'll notice that after Ram sneaks into leela's room , leela is called downstairs and all the noise coming from the room(** wink wink) is justified by leela to others by saying that it's the peacock making noise. That's why, the lyrics @9:20 "It's peacocks mistake to make RamLeela infamous" as a satire.
