I used a method I learned from this cool guy over here: kzbin.info It involves using the "Timewarp" function in After Effects -- I set the Speed of the clip to playback at 100% then clicked "enable motion blur." Next, I set the box to "Manual" mode, so that I could change the shutter angle to: 275.04. -- then I pulled the shutter samples to 11. After that, I used a little bit of "Directional Blur" on an animated mask to enhance certain parts that I wanted to be extra blurry. It works really well, but the downside is that it takes AE hours to render. Just this clip took 7.
