This ↑ Experienced players will flash their light for all sort of reason. For the MW it mostly is just for being EMP, requesting a jammer. As for the cop, cop light can be helpful for many reason. Keeping them on when you are crashed and cop teamates are behind you. Flashing for EMP locking on racer or bluffing to get a racer to waste a jammer. Keeping lights on when busting someone and teamates are coming (keep off if no teamate coming in hot) and more.

No.. MW: viper, zonda or diablo depending on track MW guard: diablo Cop: 911 GT2

It's alright for protecting MW but isn't good as MW. Only good cars as MW is like zombie said. For cop 911 or Viper against experienced players, LP640 is a solid choice in public.
