The reason the outbreak started was because the government was trying to make a biological weapon. The weapon was tested on prisoners, but the weapon didn’t its host it transformed. The infected prisoner broke out and infected the scientists. There were quarantine efforts, but those failed. The police were overrun and the military had no choice but to block of the whole section of the city. The bandits are the people trapped in the quarantine and survived and the VIP is a doctor with knowledge on the cure for the infection. Now the 234th armour division is tasked with evacuating the VIP and gaining more knowledge to produce a cure

You should extend the walls and then add an army base or a desert war zone or something where the zombies and the Bandits are invading the base. (The base or war zone should be outside of the quarantine area and the Bandits broke the wall next to the base/war zone.)
