The Mission Impossible The Finial Reckoning trailer gave some clues who created and controls the entity. It makes me believe it's the computer tech from the first Missouri Impossible movie who found the knife on his desk and who was punished by Ritter by being sent to some cold, isolated government facility. Think about it the trailer showed him then Ethan holding that knife.
