If memory serves, this is the dance that the young Shining Prince performed together with To-no-chujo, in an early chapter of Genji monogatari--and brought tears to the eyes of the spectators.
Very nice! Is this piece ever played with the string instruments added, or only in Komagaku instrumentation (winds and percussion only)?

i believe string instruments are never used in bugaku pieces, even those in Togaku. someone correct me if im wrong

Bugaku (lit. dance music) uses only winds and percussion - sho, hichiriki, ryuteki, kakko, taiko and shoko for togaku; hichiriki, komabue, sannoko and also taiko and shoko for komagaku. Togaku can also be performed in kwangen (wind and string) form, without dance accompaniment but with added string instruments, biwa and so

+dbadagna From what I can gather seigaiha exists in both kangen and bugaku form and in two modes, banshiki cho and oshiki cho.

Komagaku instrumentation doesn't make use of the shō (笙), so this is tōgaku.
