The Japanese leaders at the WW2 decided to surrender to the Allied Forces, after they saw Hiroshima and Nagasaki, because they found that they and their families would been killed if atomic bombs attacked Tokyo. They cared little about the lives of their soldiers and their citizens who had already been killed by millions before Hiroshima and Nagasaki.
