1) i remember from Shinkansen history that someone, either father of Shinkansen or JNR CEO, lost his job at the end due to the serious over budget as you mentioned in the video. 2) Over budget(mainly the escalating land acquisition costs) of the various Shinkansen projects pretty quickly contributed to JNR became effectively bankrupt by the 1980s and then privatization(e.g. JR Central, JR East, etc. today) - high speed rail is super expensive to develop+construct and takes a long time(usually @ least 30-40yrs) to recoup the investment.....especially when u try to do both at the same time like the Japanese did in the late 1950s.
