I'm not sure what you mean? Do you mean the part you pull back to fire is stuck in the forward position? Honestly, it seems like a pretty simple water blaster. I don't know how it would lock up. If it was me I would try to unscrew it, open it up and see what's going on. That's just me though, I am not liable for any damage you cause to your blaster.

I took mine out of the box and the pumping mechanism doesn't pump. Is it defective?

is the water supposed to leak? I saw some holes in the gun

I believe so. When you submerge most water blasters they leak water out of the shell that gets inside. It isn't water from the actual reservoir though.
