Hoyo is awful at juggling their games in general. After Penacony's initial patch ended in Honkai Star Rail, I was able to join and complete all the content (available at the time) of Wuthering Waves, wait a few weeks bored out if my mind until ZZZ came out, then do the same for that game, then be bored another few weeks before a single non-rerun update happened in HSR.

Not really in Genshins defense but there's a major scope of difference with a mission based game with a few areas to walk around vs a massive open empty open world. ZZZ is a much smaller scope so it's eaiser to get content out where story is at a minimal. Maps you fight in are small areas, you don't need to setup for climbing or zelda style puzzles, just toss the invisable wall in and saves a lot of time. Not that a billion dollar company should be lazy but just the time needed to create for a full open world vs a small mission based one.
