Works but also doesnt. Remember, zones expand and contract, a place that is within the hollows might get out of it. Imagine what happens to the buildings in such situations. Plus, it's a nice setting to explore ruined parts of the engulfed city. They will eventually get supernatural with the designs, enjoy the grounded ones while they last.
