To really understand the best fit a network model needs to first be developed. It’s not as simple as understanding who’s digging up a road and then chucking in a few rain gardens and permeable services. A catchment level approach is how it should be done. Otherwise millions could easily be wasted with very little benefit.

Severn Trent's and this CEO's primary objective is to maximise profits for shareholders. Olivia Garfield's incentive is that she gets multi million pound annual bonuses for doing so. There's no competition for Severn Trent as only one water company serves each region in the UK so customers can't switch suppliers. You will find in most cases the biggest thieves and crooks are always the best dressed and well spoken.
