At 0:39 you can actually reversal ex neckbreaker to escape or ex dragon kick if you think dhalsim will teleport attack or snipe. You will trade but at least you win if you have more health. Also this is the only matchup where Ibuki should be Airflipping to overlap his long air recovery. So if you escape and he chase with teleport. Free ultra one. Or lv 1 focus like how Dudley player do.

I needed to randomly see this in my bookmarks again. Ended up playing SFIV with a friend and couldn't remember how the heck to do Shunpukyaku loops with Sakura at all. I played this game like it was my life and I can't remember enough to win a casual match lol.
