Governor says his the one who pays but I wonder what would happen if MBA's budgets didn't have wages for doctors deliberate or not. Health being devolved to counties is just a mess. I'd argue a central authority/gov't is best placed to oversee such matters as evidenced by the health surveys carried out. Which county has done or even in future can carry out such an exercise? Lastly still on health being devolved in counties have pple's memories been overwritten from what we saw in the USA states at the beginning of the pandemic? States were competing for consumables - PPEs, N95 masks, Medical Equipment - CPAPs etc ... Do we want such scenarios in KE where each county is on it's own while an entity exists that can see & send out/provision things as from it's superior position of observation & information?
