I still feel Horrigan was a very poorly written villain that could have been SO much better! You only get very few bits of exposition from him and know nothing about his motivation when you finally can interact with him - which also already is the final boss battle. That one encounter before in the wasteland doesn't give you the chance to do anything and also is out of character : Enclave patrols will kill you on sight every single time but on that occasion you're good to just walk away? And that final boss battle is a slap in the face of everyone who wants to finish the game as a "diplomat"-kinda character.
