The really great thing about Simm is he only had 3 stories as The Master but he was a very different version in each one. Few characters are both a tyranical Prime Minister and a homeless lightning zombie and his 3rd story though less about him, he's different again, just enjoying being an evil renegade timelord. The Masters after him had lots of stories but never changed, developed yes but always the same energy. Simm's nuance is pretty insane by comparison.
