At least the SV legendaries aren't able to be used in battle even if you have them for the entire game. Until the very last battle before the post game you can't use them. You have to beat the AI professor before getting the chance to command them in battle. Because of this I don't see them as handouts at all because sure they're around for the entire game, but you still have to put in hours of work before you can actually use them.

No one has a signature move if Metranome exists, but excluding that & Sketch, but from what i remember from my very old pkmn move knowledge, all of gen 7 starter sig moves have stayed signature, like Spirit Shackle & Darkest Lariat
