At the time this song came out (then sung just by Reinhard Mey, there was a draft in Germany. It was a general draft - every male had to do service a soon as they got out of (high) school (18/19/20 years old). It was basically the time of the cold war. The genera feeling was that it was just ideologies standing against each other and there was only propaganda to defend. It was possible to avoid military service if you plead your conscience. Then a male of 18 to 20 (whenever they finished school) had to do "civil duty" which was a slightly longer period of work in a scial context. The policy was ended some time before 2000 (I don't quite remember the exact time). These days we have a purely voluntary army in Germany.
