It was very well hidden. I played Skyrim for so many hours its outrageous. Yet one of the core memories was constantly looking for this quest, and wondering if it was just my imagination, or part of some mod. With only the vague idea of a island out in the sea, that was bombarded with fireballs at the end of the quest, I had not much to go on during the earlier years of the original Skyrim. (actually looking for this Island multiple times in the normal world map) Only for a long time later to stumble upon the quest again by accident while going into a more thief/assassin like playthrough. Was trying to steal stuff from the Windhelm docks, only to find out this empty warehouse had the quest I was looking for all that time.
