You should sand and clean the work surface before painting, after that, be careful of the dust in the air, and the paint should not be thick. This problem is mostly due to the thick color.

Blow off valve should be anywhere from turbo outlet and before intercooler, if u do it after intercooler you will be dumping cooled air. As for the pipe, maybe you can try going down from the place where placed your wastegate, (wastegates are places at the exhaust side) and remake the intercooler end tanks so the the inlet comes from the rear side of the vehicle instead of the current side, that way you can eliminate the “u” pipe which is best to be avoided.

Go high mount intercooler, super short pipes

Blow off valves go on the intake side usually right after the throttle body on the cold side charge pipe between the throttle body and Intercooler. Wastegates go on the hot side, not blow off valves. For the hot side Intercooler piping do a tight radius U to probably 3 45s pie cut together to give it a smooth flow. The least amount of bends and couplers possible means less chances for boost leaks n failure points also less space for the air to travel
