It has been milled first with a roughing process to get the job done easily. This is the surface pass, where they use a ball end mill wij very small step over. This will result in a very nice finish.

If you're curious why someone might do this aside from improving the finish. CNCing the surface actually improves surface hardness or as I've been told by a mechanical engineer

Because the layer lines would cause a lot of drag underwater, which in turn would require more energy to move the boat.

Most real world applications of 3d printers and even cnc machines take multiple passes in order to achive the desired result. Programming the gcode for both the printer and the cnc has been done with the same 3d model with a slight offset, this way the general shape of the 3d print remains in takt and the cnc doesn't have to mill as much compared to having a huge block of plastic.
