For anyone wondering why this happened it’s possible that the encoder the radio station is using (since the message is provided by WCPN FM) is having a setup hertz issue when broadcasting. The Hz of the audio of most EASes issued is at a rate of 16000 Hz, however if it’s changed to the rate of 11025 Hz it will end up in a very scary EAS because the Hz has been slowed. You can try this experiment with Audacity where the audio of the EAS is at 16000 Hz, then change it from the audio settings (not the project settings) to 11025 Hz and you’ll understand.

Something weird so on the video first starts For some reason you can hear the creepy, Weather Radio tone and the TV tone together. Then the creepy voice message. Then you can hear the creepy TV tone again in the background then the creepy Weather Radio tone again. then the Weather Radio alarm goes off then you hear the normal Weather Radio tone on that then the voice message as Donna.

This was a glitch that the cable company Charter was experiencing back in 2017, that caused the EAS to be lower pitched and the speed to be much slower,. Many people experienced the same thing.
