Diver Down's ability isn't simply phasing in and out of things, it's "diving". It can submerge itself into objects and alter their internal structure. It can also submerge objects into other objects.

​​​@@blackgalaxite6448 Another ability is that unlike other Stands, diver down stays solid while going through objects. Other Stands that aren't materialised have to turn translucent which weakens them by alot

It's weak in that it doesn't actually do anything except make a person angry, but in doing so it awakens a person's combative instincts. However in order to do this it needs to send electrical pulses via water. If there's no water the stand is useless as it makes only the user angry. Also this stand makes them utterly blind to friend or foe, everyone is a target. It doesn't protect the user, nor does it truly help them. So let's weigh the pro's and con's. Pros: Makes the user incredibly competent in a fight and gives them superhuman levels of strength and fighting talent. Cons: If there's no water only the user becomes like this It doesn't make the human super humanly durable as the strength of the attacks can even hurt the user, true they can take a bigger punishment and ignore pain but at the cost of utterly reckless behavior The water must be touching other individuals from the stand initially Renders them blind to friend and foe turning them into a berserker this makes them unpredictable as they can turn on their allies in a second. Also this ability cannot be controlled it does this automatically of it's own accord. When you compare that to other stands that can afford some protection for their user and can't actively harm anyone it is weak in that sense however it is strong in the right circumstance/moments as most stands are very few are good in every category save the heroes stands but that's because they are extremely inventive.
