to be come a vasto lorde you need to become level 50 as a adjucha and then you can become a vastocar as a vasto lorde

Menoscar is not good and you don't actually have to get to level 30 from what i remember not to mention it's clear he didn't have to get all those branches in the skill tree i mean Adjucar only costs 15 points then you like 6 or 7 points you need to get there

Menoscar actually takes skill adjuchar is a better reaper and vasto lorde is braindead(all are good, but you got the worst race that a quincy can beat unless your like no. 1 in ranked
