Cop 1: An elderly cop who has served in the police force for a long time. He has experience in dealing with Carcer's vagrants and punks with police brutality, accumulating useful street smarts that he uses against them, and is the only cop who can be observed using police protocol like using police codes and exercising his power as an officer of the law. But these many decades of service have made him world-weary of this city's homelessness problems, causing him to criticize this state's negligence and suggest radical solutions like hunting and tagging vagrants as if they were street dogs. Adam 11: A corrupt police officer who may also be a detective. He is not very tact since he is easily angered and foul-mouthed, plus he finds police brutality thrilling and fun. It's implied he is a drug pusher when one hears him calculating something that he is selling by its weight, plus he can heard offering drugs to Cash (whom he thinks is a junkie hobo) in an attempt to draw him out from hiding. Sniper 1: A cowardly cop who hates the dangerous and violent side of his job, leaving him not very inclined to do his job in the manhunt for Cash or deal any police brutality, unlike the other cops. Unless he is hunting for Cash which is when he feels safer, more powerful, and more confident, this cop is utterly terrified of him because he's a mental vagrant. Cop 4: By far the most evil and corrupt CCPD officer among the four, he is also tactless and bad-tempered, as well as a domineering cop who seems to lead a toxic hypermasculine fraternity that initiates newer officers to do evil acts, like the manhunt for Cash which is just an opportunity to torture or kill him for a trophy. What sets him apart from the other cops is his cruelty and abusiveness, not only to Cash, but also towards his coworkers when they fail him since they are also in his toxic fraternity. This cop does crimes not just for fun, but also because of his strong belief in his twisted and almost fascist view of the law.

Starkweather was a very successful Vinewood film director. Through the years, his movies began to decline in both quality and popularity. With his career completely finished, he decided to move to Carcer City, where he developed an unhealthy obsession with violence. Eventually, at some point before 2003, he began making snuff and pornography films that he would distribute using his own company, "Starkweather Quality" Productions. This would help him gain a large sum of money which he used to further produce movies, as well as hire a team of bodyguard mercenaries (the Cerberus) and a man named Ramirez. During this time, Starkweather also began working with other various criminals around Carcer City, such as Mr. Nasty, who owns Valiant Video Enterprises. Eventually, Starkweather was able to get his revenge on the people who ruined his career by filming their brutal murders in what is known as the "Director's Cut". By 2003, he had put the Carcer City Police Department and its chief, Gary Schaffer, under his payroll, giving him total control of Carcer City's criminal underworld from his mansion, where he would observe his operations with the use of CCTV from cameras he had placed all over the city.

Fug: Fug has a tendency to speak in third person; saying such bizarre sentences like "Doctor Fug make it all better" and "1 2 3 4 5 once I caught a fish alive". while definitely more then an odd individual it seems Fug isn't necessarily crazy, more likely hindered by some form of developmental disability; the disturbing implication being he was put in Darkwoods Penitentiary for incurable violent tendencies. he also will solemnly ask Cash to kill him when he is badly wounded; showing unlike some of the cowardly hunters, Fug understands to an extent the gravity of his situation, and just wants his suffering to end. Mr Bones: Much like the rest of the Smileys, his behaviour can be described as delusional and paranoid. He rants and raves about his lost shoes, appearing to be on the edge of desperation to find them. If Cash is spotted, he will accuse him of stealing his shoes. His obsession with shoes appears to have stemmed from an abusive upbringing, as he will cry and vehemently apologize to his mother when attacked. Also when attacked or on the brink of death, he may plead for his shoes back. He appears to have a form of schizophrenia, as he wails about images of bones and grubs. He has bouts of manic happiness, and will shout in excitement when cornering and attacking Cash. Smileys are a loose throng of the insane, serial killers, psychotics, and sadists. They are truly twisted, and one of the most intense packs of hunters you'll face. The Smileys hunt wearing their trademark smiley masks, often splattered with the blood of previous victims or their own from self-mutilation rituals. They take perverse pleasure in the pain and torture they inflict upon others. Their dialogue ranges from demented animal noises to chanted nursery rhymes. Many Smileys talk to themselves or to imaginary friends... you may think one's calling you out, when all he's really doing is mumbling to himself. Named after their off-putting smiley masks and facial paintings, the Smileys torture and murder their victims out of their irrational and inscrutable reasons and desires, making them all the more dangerous and nigh-unpredictable. While idle, the Smileys' odd behavior includes acting like dogs, hitting their heads to force the voices away, and spontaneous laughter.

Ramirez: The head of the Wardogs. A lieutenant in Starkweather's snuff film ring, Ramirez organizes the gangs of the manhunt to prepare them to hunt or be hunted, unbeknownst to their true role as dogmeat for leading star Cash to chew up. He has no respect for these hunters, except for his Wardogs whom he deploys with orderly military protocol. However, they are not spared from his exasperation when he gets mad at them for failing at their job, as seen in Divided They Fall. Slack Man: A young poacher who had an early out before his friend called him to tell him about joining the manhunt for Cash. He's naive in the sense that he knows little about the truth of the manhunt and doesn't have much experience, and he is giddy because he gets excited and thrilled not only from the hunt, but also the experience of using his training in a real combat situation, especially when one notices how much military lingo he uses as if he was doing things by the training manual. A Shau Veteran: An old man who claims to be a veteran who served at the Battle of A Shau and a paratrooper while he was doing time in the army. He possesses an air of experience in his mild voice (which goes away when he gets excited from hunting Cash), which he displays in his nonchalance to things that most would find unnerving. He also has an intuition that tells him to be suspicious about the truth of the manhunt and predicts the rainy weather that Cash would experience in later scenes. The Fox: Presumably an army veteran or simply a thug who likes pretending to be a soldier, this hypermasculine killer is a proud sadist with a creative mind for torture and brutal kills. He has a mean streak running through him, which he projects to both Cash and the Wardogs. He also collects human trophies from his kills, claiming to be a “professional” in that regard. Freight Train: Likely an army veteran or just a thug who thinks playing soldier is cool, he's similar to the Fox with his hypermasculinity and sadism, except he is less specific with how he will torture his runner. However, he is distinguished by his dark secrets, which includes a bad childhood from his abusive father that molded him into the self-loathing and aggressive loner that he is today. The Killer Dog: A Southerner poacher who has a taste for cooked human flesh just as he prefers gamey meat. Without anyone's say-so, he has taken it up to himself to lead the Wardogs by barking orders in his loud voice and encouraging teamwork and selflessness among them. He wholeheartedly agrees with the proverb “Live by the sword, die by the sword” so he is a serial killer who accepts being murdered by a fellow killer like Cash. The Reaper: A poacher who joined the manhunt with an erection that has yet to subside because he had sex with his woman before he joined, causing him mild annoyance and regret. Nevertheless, he is also distinguished by his fear of dying, which makes him act cowardly once he's downed by Cash in combat and contrasts his high self-confidence and opinion of himself as a pro hunter and killer. This might be why he names himself “The Reaper” and why he brags a lot.

Duke: An old but violent thug who has back problems, a harmful smoking habit, and his own family. Outside of pursuing and hunting Cash which is when he sounds more excited and energetic, he sounds sad and tired likely due to the issues he's had in life, like his nagging wife Lucy who might be cheating on him while he's away. Mike: A violent hoodlum distinguished by his New York accent and his recent purchase of the Maibatsu Monstrosity which he brags about. He joined the manhunt for Cash with the intent to kill him before flaying him for a trophy. No different from the other Hoods, he has a bad relationship with his woman who finds him lacking and he disapproves of her plans to move in together with him. The Crusher: A cruel and violent brute of a lowlife. Not only does he want to collect a trophy from him, but he also wants to brutally murder Cash in relatively gruesome ways to collect the bounty on his head which he plans to spend on a new car, perhaps the new Maibatsu car that he saw which impressed him. Like the other Hoods, he has a bad relationship with his woman, whom he often argues with and hates to see drunk after leaving her alone by herself. Vince: A hoodlum who sounds more relaxed and cheerful than the others, he is unique because he is the only hunter with a happy family life. He has an athlete son who graduated into the “state finals” of some sport, it is implied his family is aware of and accepting of his hood life since he plans to tell his kids how the manhunt went, and he lives a happy life with his woman. He is one of the few Hoods who are privy to those behind the manhunt and how they control its participants. He's still a thug who enjoys violence, though. Carl: A tryhard Hood who badly wants to get Cash first, because of the two things he wants from him: the bounty on his head and the thrill of the kill. He is easily frustrated and thus he will whine at himself and the Hoods when he fails to get any of these two. Also, he's quite cowardly as he only faces his death without bravery or acceptance. Like most of the Hoods, he has a poor relationship with his woman who thinks him as a pathetic excuse of a man, causing him to regard her poorly. Lenny: The only Hood who is single, he is also one of the few members who are on to the truth of this manhunt (such as the people behind it and their intentions) and he's very concerned about what it means to his survival and his gang's, disquieting his cowardly lowlife ass. Like the other Hoods, he's looking to get a trophy from Cash, his ear to be specific. He is distinguished by his (subjectively) funny New York accent as well as him being a foodie.

#1 Skully 1 (The Orphan Maker) A young American male who embodies everything about what most people think of about Devil worship: he is a fervent cultist who worships demons and unconfirmed beings like the Devil and the “Keeper of Pain” and makes human sacrifices, as well as being a cannibal and a junkie. He is easily distinguished by his poetic and creepy talk about evil or dark stuff which comes off as edgy and tryhard material, basically his only personality trait. However, this is all just a facade to look cool and one can catch him acting normally in certain circumstances, like when he is smoking fags. #2 La Cucaracha: A Mexican gangster who is mostly very chill and relaxed regardless of the circumstances he is in (the opposite of Skully 3), including being beaten within an inch of his life by Cash. He is a Devil worshipper (although not as fervent as the others), a pervert attracted to both men and women alike, and a junkie who took peyote prior to joining the manhunt, possibly for stimulating purposes. What distinguishes him the most is his unexplained hatred and contempt for dogs. #3 Mr. Bunny: A mentally disabled serial killer and a pedophile who collects the eyes of his victims for the many colours there are of the iris. He experiences the dark world of Manhunt with a child's mind, having an imaginary friend named Mr. Bunny, but this does not excuse the heinous acts that he has done and will do as he gleefully murders his unfortunate victims, for murder is but a children's game to this child in an adult's body, and so is the manhunt for Cash. #4 Daddy: A pedophile who's prone to anger outbursts and is apparently afflicted with various mental disorders, including schizophrenia and delusions of Cash being a little boy whom he “loves” affectionately. Twisted to the core, he blames children for his pedophilia due to him thinking that they are inherently seductive and hence he practices BDSM on them, calling himself “daddy” and preferring his eromenos to be obedient by disciplining and punishing them for doing what he thinks is wrong. He appears to be disliked even by his fellow gang members, safe for Innocentz 3, who doesn't differ between adulthood and childhood. #5 Jules: The only hunter of the Skully half who doesn't worship demons, let alone adhere to any supernatural belief, this either white or Mexican thug is an anxious mess (the opposite of La Cucaracha) whose anxiety frequently forces him to vomit or call for help. He is a wimp who is prone to panicking and being paranoid at the slightest sign of Cash's presence, although this doesn't mean that he can't fight back. When he is beaten down, he begs for his life or tries to convince Cash to spare him and turns on his fellow gang members. He is a heavy smoker and an aspiring pimp who hopes that surviving in Carcer will make him manly and earn him the respect of many women. #6) Carlos, A.K.A El Vampiro: Born as the son of a whore, this Mexican is a bonafide demon worshipper with a staunch faith in his twisted version of Mexican culture's reverence of death. It's the reason why he's a ruthless killer and it gives him answers on why all life is mortal and thus worthless, hence he believes that Death is to be embraced and not feared, like some philosopher of the 19th century. He has a wide spectrum of supernatural beliefs revolving around death, believing in deities like La Cabra Negra (The Black Goat) who lurks beyond the veil and believing in Heaven (to some extend) as an eternal afterlife and thus a good reason to die.

Bravo: An old SWAT team leader who's close to retirement and has worked many overtime shifts that have forced him to spend too much on stimulants, implying his dedication to the police force. Among the three SWAT officers, he is the most professional in his line of work since he uses his powers to de-escalate violence without force when he can, being discriminate with his targets and observant with the situation at hand, etc. Still, he may be boorish and cruel with mentally ill criminals, such as Cash. Alpha: A SWAT officer who professes to be trained in negotiation, something he hardly uses on who he thinks is just an insane vagrant who went postal. He is pretty much an average Joe with a family and a normal life outside of his line of work, but he can be disrespectful and cruel against insane criminals since he mostly plans to kill Cash rather than arrest him, something unfitting but expected for someone in his profession as an officer of the anti-crazy and anti-hobo CCPD. Charlie: A SWAT team leader who sees his dangerous line of work as an opportunity to experience the greatest thrills. No different from the uncivilized thugs that Cash meets before this cop, the manhunt for Cash is nothing but a sport to him as he derives excitement from chasing down criminals before closing in on them to experience the ultimate thrill that is shooting the unfortunate perp down. Among the three SWAT officers, he treats the manhunt with the most levity.

Love analysis like this. Both the cops and the SWAT had no idea what was coming for them. In their minds, they were the hunters and Cash was just another hobo/psycho from Carcer's underbelly. They had no idea that Cash left behind him a trail of severed heads, caved in skulls, sliced throats and asphyxiated corpses. The corrupt higher ups probably kept the briefing toned down to prevent the boots on the ground from abandoning their mission. I like to imagine the officers slowly realizing they've been deceived by their superiors, as they cross the city streets and the dark tunnels of the subway, both littered with dead bodies of their peers. As the gravity of the situation creeps in, nerves and unpreparedness dulls their senses. A handgun gets raised in the shadows, expertly aimed at the back of the head. Behind it, two eyes thirsting for revenge, belonging to a dead man that cheated death once but also a hundred times in the same night. The faint sound of the trigger followed by the loud crack that added another exhibit to the murder artists collection. As the tailing squad catches up to the location of the shot, a twitching body and a wall painted with brain matter and skull fragments left behind, grim reminders of what awaits whoever trails Death himself.

Leader: The unnamed Cerberus Leader is an ex-NSA clandestine officer. He is one of the two lieutenants of Lionel Starkweather assisting him in organizing his latest snuff films, the other lieutenant being Ramirez whom he regards as inferior. Besides Ramirez, the Leader has absolutely no respect for anyone in the snuff film ring: regarding his subordinates as inferior because he thinks they're unprofessional, planning to murder Starkweather, and last but not least, wanting to wipe Cash from the face of the earth. Delta: A merc of the Cerberus who apparently sounds younger than the other mercs. He feels edgy during the manhunt and he's easily stressed by its chaotic and dangerous situations, as shown by the raised and mildly panicked voice he has during them. Bravo 2: Mostly chill and cool under pressure are traits that distinguish this Cerberus mercenary. He takes the entire manhunt with great caution, such as the info given to him by Starkweather about Cash (which he feels skeptical about) and Cash himself whom he's acknowledging as a threat to be reckoned with. Omega: This Cerberus merc has the most disdain and hatred for Cash than the other units, often accusing him of being a pedophile and mocking him for his insanity, even exaggerating him as a stereotypical raving schizo.
