I had same issue. Problem was with RAM. I've just clean golden pins with rubber and it helped.

HP Elite 840 would not power up. I removed the ram memory and finally it booted up. Watched many other videos but nothing worked. Thank goodness I found your video. The computer would not power up.

sir how about when the pc is shut down already but the f11 button have lights red on it, and also the fan still working with the strange noise. even if i properly shutdown the pc.. hope you can help me thank you
