The Oroville Dam was not a failure of the dam, it was a washout of the overflow spillway.

If you work around a dam and powerplant area and you see a large tunnel that starts spitting air out like a rocket engine, I'd say that it's probably a good time to run to high ground. Nope, not those dudes in Columbia, they aren't scared until they see a massive jet blast of water shooting out of the tunnel.
