It can be quite unsafe also to use support under the wheels. If the support is unstable it can burst out when under load from the wheels

@tmorris, Is as SGHeavy equipment says. That chain holds part of what's called anti two-block device, which cuts off power to the drum after the hook block gets near the head where you see the pulleys on the end. Prevents the two from being wedged together and causing major damage.
