Because now that it's codified to be more liberally applied (which is the current policy of USCIS), USCIS can't just go back to a narrower interpretation.

They give me yellow slip with 214b ,return my passport and status shows same adjudicated and refused ..... like same. I send them a email for new appointment fee receipt unlocking but they ask me yo about letter of refusel letter. Then i send them that letter. After some time they email me that you will received another adjudication when processing complete.
