The thign is ... most of what he said was right ... in a way. The industry is tied up in rules, maybe more than it needs. and a way to push that forward is to go outside of that. It's happened plenty of times before. He's also TECHNCIALLY correct about carbon fiber being better than titanium ... however. What he ignored was that carbon fiber has one major flaw to it compared to solid metal. Their strength isn't the same in every direction. See the way carbon fiber works is you suspend ... basically realy strong string ... in resin and that hold the fibers in place. The strength of the material is ENTIRELY in the fibers and not the resin. The way the science works is that you don't REALLY need a solid sheet carbon fibers to get the job done. Just a few of them oriented in the direction of tension is enough and the resin just holds them in that orientation. As long as everything is where is should be it works flawlessly ... and that's the catch. See when Carbon fiber is being cast there is a non-zero chance some of those fibers won't be lined up the way they should be. They might be a fraction of a milimeter off ... but that still creates a potential gap in the carbon fiber that doesn't represent max strength. It's also possible the material could subtly deform overtime ... and the moment ANY deformation occurs, seriously any at all, the material strength drops like a stone because that deformation deforms the fibers themselves and creates a weak point to cause even more deformation. Now for some things this isn't a big deal. If it's not under constant pressure or extreme conditions then it's easy to overdesign carbonfiber enough so it works even with minor defects. But not only is a sub under extreme conditions it's under them from every direction ... so the moment any defect forms you'll immediately get a cascade failure as the entire hull's fiber practiclaly unravels. It is precicely this reason the industry refuses to use carbon fiber for subs despite how cheap and strong it is. The fact you can't guarantee it will maintain it's strength across the entire surface indefinitely makes it's risk too high. You can make bikes and planes out of it just fine ... but you NEED that hull strength to be absolute, and carbon fiber isn't absolute. Nothing you do can make it absolute.
