Trump learned his lesson during his first term not to surround himself with people who have a little bit of a conscience, or a little bit of fear about breaking the law. Mike Pence at the very end was worried about breaking the law, and Trump said “screw that!” I want people who have no qualms about breaking the law and have no conscience - like a guy that brags, while on the floor in congress, about paying and sleeping with underage girls.
