Before the Clone War, all of their planes, tanks, and spaceships had been operated by the live crew. Even their infantry units consisted of living humanoids. Also, in the war period, they still had some live crews and stuff, but they were much less common. That's why this tank still has room for a crew. And stuffing several cheap robots with tank crew protocols into a tank is much cheaper and easier than almost completely automating a combat vehicle.

An AAT with a large crew was over anything too fancy was just because the CIS Army was made and maintained by a corporation that wanted to save money and be cheap. Otherwise the Commando Droid would’ve been standard issue. The Republic meanwhile was at times forced to train ground troops as pilots because they just didn’t have the numbers. So a TX-130 having only needing a crew of 1 makes perfect sense.
