It's important to note that in recent years, Turkmen people have gained a lot more freedom. Most of the strict rules like bears being illegal and dogs not being allowed in the city are no longer true. Wages also seem better than what is mentioned here. My tour guide was able to make 500$ per month while it was one of the lower paying jobs. It is also now quite easily possible for Turkmen people to work or study abroad. During my 2 weeks in Turkmenistan I met a variety of people that worked and studied in other countries (primarily Turkey, but also western European countries). Even though it's important to remember there's no political freedom in the country, there is definitely more freedom for citizens (and also tourists) and the Turkmen people are incredibly friendly and seem quite happy in general
