As a child, I could never figure out what Riff Raff's ascent is. Is he suppose to be French Canadian or German?

I presume Maurice LaMarche is Gadget? And Frank Welker is Claw (if they know what’s good for them)? But Maurice did some many work with Canadian-based animation (DIC’s Real Ghostbusters, Popples, Dennis the Menace, G.I. Joe (1989), Captain Planet, Camp Candy, Where’s Waldo?, The Wacky World of Tex Avery, Sonic Underground, Sabrina: The Animated Series, and Sabrina’s Secret Life), and he’s basically not doing anything new since Futurama production wrapped (according to IMDB)…

I believe this Bohbot Entertainment run of this episode of Inspector Gadget (the 1st season) is in syndication on my local Fox network WTAT Fox 24 in Charleston, S.C., along with Ninja Turtles, Goof Troop, Beetlejuice (Fox Kids), Chip N' Dale: Rescue Rangers and Woody Woodpecker when it was in the weekday morning cartoon lineup. It was in Bohbot's syndication package.

How the hell Garfield is more popular than Heathcliff? Heathcliff was a alley cat who fights dogs, rival cats and steals fish from stores. He was thuggish!

Anime fans might recognize Shinji Aramaki's name. He also worked on another DiC show, Pole Position.

A light-hearted mix of Dynomutt, Dog Wonder, The Six-Dollar Man (sort of), Get Smart (heavily), and The Pink Panther's Inspector Clouseau, Inspector Gadget was an animated crime-fighting cyborg police detective who traveled the world "solving" crimes. Due to concerns that the show would not appeal to girls, Penny was created for the show. Brain was named to conceive the idea that "he is smart while Inspector Gadget [is the opposite]." Part of the project's existence was to recoup costs incurred by DiC and Tokyo Movie Shinsha when a planned collaboration, a spin-off of Lupin the Third called Lupin VIII, was cancelled due to financial disputes with the estate of Arsène Lupin creator Maurice Leblanc. The show was syndicated from 1983 to 1985, with reruns continued in syndication in the United States until 1994. According to tvtropes, this show got an insane amount of love when it was aired on Nickelodeon from 1987 until 1992, and again from 1996 until 2000. It was by far their most adored cartoon from the 1980s. Notably, when Nickelodeon did a trading card promotion with Capri-Sun in 1991, Inspector Gadget was one of the featured shows. Also according to tvtropes, the show also had a brief run on Saturday Mornings on CBS in 1992, after runs in syndication and Nickelodeon.

I'm 16 but in the early 2010s I would watch Heathcliff and The Busy world of Richard Scarry all the time. I had one of those Cookie Jar disk with all the different shows in it and my mom got me a bunch of them so I was basically watching these all the time. I miss these cartoons.
