Brain Sprain / Cat Balloon

Heathcliff is mistaken for a genius and is taken to an animal research institute for further study. There he meets Filo and Byron. Byron turns out to be a jerk and Heathcliff teaches him a lesson.
Cleo is bored with her small town life in Westfinster, although crazy things are happening all around her and she doesn't notice. She tells Riff Raff to take her to the big city for fun and excitement. They blow up the cat balloon and travel there. Meanwhile, in the big city, a gang of cats named the File gang are having a meeting, they are bored with big city life and want to get out. The Catillac Cats crashland right in the middle of their meeting, but they don't notice them. They set out to explore the big city, when Mungo sees the File Gang stealing their balloon. They steal a batch of balloons from a vendor, attack the File Gang while on the balloon and beat them, then go home.
This is season 1, episode 17.
