Yes, it is the custom for jurisdictions throughout the kingdom (and the other realms and territories) to read out the proclamation following the death of the sovereign and the accession of the new monarch. This always happens first from the balcony of Friary Court at St James's Palace in London, immediately following the meeting there of the Privy Council and the Accession ceremony following it, then on the steps of Mansion House in the heart of the City of London and also at the Tower of London. It used to happen at Charing Cross too (in Trafalgar Square) but, for some reason, not this time in 2022. Then in the UK, a little later (on the following day, the 11th of September last year), it is read from the Mercat Cross in Edinburgh, at Cardiff Castle in Wales and in Northern Ireland (I'm not sure where: Hillsborough Castle, maybe?). The proclamation is then read out ad libitum in towns and cities up and down the country, usually by representatives of the local authority e.g. the town clerk, mayor or the town crier, if there is one. Mayoral robes, tricorn hats and wigs might be worn. Major ancient institutions with a tradition of ceremony and the robes and finery to go with it such as this one might have their own proclamation as it gives the participants another excuse to dress up. The custom dates from before the days of mass media when this would be the main means of the population's knowing that there was a new monarch. The other Commonwealth realms, Crown Dependencies and other territories would be doing something similar but maybe on a smaller scale.

Queen Fabiola may have caused the heart problems of the king because she being a member of the ultra conservative Catholic institution of Opus Dei, insisted that her husband would refuse to sign a law to accept abortion. The king had to abdicate for two days until the law was signed by the government ! What an enormous stress she had caused!
