My theory is that drier hair has more volume or that "thicker look". For a more thinner look, wet hair is best. It can come down to personal preference but the more fluffier look is best with dry hair. I've tested both ways and proved my point. Critics are welcome for my comment but it comes down to what you prefer.

This product tugs so much hair when used on dry hair. It literally pulls hair from your scalp even when used on slightly damp hair. You can only use it on damp hair but then it decreases the hold and volume and brings in sheen, to what is supposed to be a matte finish product.
